Notice of Financial System (JIFMS) Upgrade and Downtime

The national Judiciary Integrated Financial Management System (JIFMS) will be temporarily unavailable from Wednesday, June 11, 2025, through Thursday, June 26, 2025, due to essential system upgrades.

During this period, financial operations of the Administrative Office of the United States Courts (AO), courts, and judicial agencies will be impacted. Specifically, Treasury-issued checks and Electronic Funds Transfer (EFT) disbursements originating in JIFMS—including jury disbursements, restitution payments, eVoucher payments, and judiciary travel reimbursements—will be delayed until the upgraded system goes live on Friday, June 27, 2025.

Additionally, while JIFMS is offline, the Court will be unable to process transactions supporting the deposit and withdrawal of funds in the Court Registry Investment System (CRIS). As a result, registry funds collected during this time cannot be invested, which may affect earned interest.

For vendors supporting court administration, the Court is proactively managing this downtime by issuing solicitations, awards, and procurement obligations either before or after the outage. During the system downtime, purchase and award activities will be limited to emergency or critical procurements only. Invoices or vouchers submitted after June 4, 2025, should expect payment no earlier than July 7, 2025.

The Court remains committed to financial integrity and fulfilling its obligations promptly. We appreciate your patience and sincerely regret any inconvenience this temporary disruption may cause.

PACER: Multifactor Authentication Coming Soon

On May 11, the Administrative Office of the U.S. Courts (AO) will begin implementing multifactor authentication (MFA) to enhance system security for users who access CM/ECF via PACER. MFA provides an added layer of security to accounts by helping protect against cyberattacks that steal passwords, significantly reducing the risk of unauthorized access. Once implemented, all PACER users will be able to enroll in MFA. Users with filing and all other types of CM/ECF-level access will be required to enroll in MFA, while users with PACER-only (read-only) access will have the option to enroll. From mid-May to the end of 2025, users with any type of CM/ECF filing access who do not voluntarily enroll will be randomly selected to do so. By the end of 2025, everyone with CM/ECF filing access will be required to use MFA when logging in.

MFA is a PACER initiative with which local courts are not involved. For more information on this initiative, including documentation and learning aids, please click HERE. Questions may be directed to the PACER Service Center at pacer@psc.uscourts.gov or (800) 676-6856. The PACER Service Center hours of operation are Monday through Friday, 8 a.m. to 6 p.m. CT.
